Getting Started – Do most good areas to target already have a history of letters

Hi! Newbie question here and my first post, but I wanted to know what people’s experience or tips are about how to avoid pursuing areas that have already been saturated by letters? Is this a realistic problem, or is it rare? I sent out my first round of letters and one person emailed me back saying that they get 2-3 letters a week! Maybe I just picked an area that seemed to obvious of a target.
